Colom had been elected in 2008 on a platform of social justice and increased investment in education, healthcare, and infrastructure. His administration also sought to strengthen ties with other Central American countries as part of their commitment to regional integration. Geopolitically, Guatemala had strong ties with the United States which provided significant economic assistance to the country. The US also played an important role in the peace process that ended the civil war in 1996 and provided support for the transition to democracy. In addition, Guatemala was a member of both the Organization of American States (OAS) and SICA (the Central American Integration System). Internally, Guatemala faced several challenges at this time including high levels of poverty, inequality, corruption, crime, and violence against women. These issues were further exacerbated by weak institutions such as an underfunded judicial system which lacked autonomy from political interference. To address these challenges, Colom’s government implemented a series of reforms such as increasing investment in public services; strengthening anti-corruption measures; improving access to healthcare; introducing new environmental regulations; reforming tax laws; and promoting gender equality initiatives.
